Rules Chapter rewrite

No actual rules changes this time round, but a long-overdue editing and reorganisation pass, plus layout improvements due to being better with LaTeX than I was when I started this whole thing.
With that out the way, the improved rules chapter can form the core of a Quickstart version of the game...which is really what I meant to work on anyway.
